It is a welcome, if overdue, sign that ?daylight? between American and Israeli policies may be becoming more politically acceptable in Washington.

When rumors of the nomination first arose in December, there was a flurry of attacks against the former Republican senator from Nebraska, and it seemed like a foregone conclusion that his nomination was doomed.

Jewish advocacy groups like the Anti-Defamation League claimed Hagel might be anti-Semitic, based mostly on his injudicious use of the term ?Jewish lobby.? Elliott Abrams, the Republican foreign affairs official of Iran-contra infamy, outright leveled the charge.

But the real fear of many Jewish advocacy organizations was actually Hagel?s independent positions on Israel-related issues from Iran to the Palestinians. All the substantial weight of a long list of Jewish institutions was brought against the nomination.

It has been essentially unacceptable in Washington to acknowledge that the United States may at times have different priorities than Israel. Remember, for instance, the October presidential debate, when Mitt Romney criticized President Obama by saying, ?The president said he was going to create daylight between ourselves and Israel.?

But when even Jon Stewart joked this month about the absurdity of the no-daylight requirement, it?s clear that Americans ? or at least the younger generation ? are getting tired of such an unquestioning close relationship.

Other well-known figures from Thomas Friedman to Colin Powell came to Hagel?s defense, groups like mine mustered grassroots support, and the president stood his ground. When? Sen. Charles Schumer ? the Democrat from New York who is widely seen as a decisive vote in the confirmation hearings ? declared his support for Hagel, it became clear his appointment would go forward.

Since Mr. Obama announced his decision, the influential American Israel Public Affairs Committee, or AIPAC, has studiously avoided publicly opposing Hagel. Its choice to stay out of a fight it couldn?t win indicates a recognition that political realities are shifting.

Could it be that holding Israel accountable for its illegal settlements, its demolition of homes, its killing of nonviolent activists ? another Palestinian, a young woman, was shot and killed by Israeli soldiers this week in the occupied West Bank ? and its repression of the Palestinian people will be next?

Engineers solve a biological mystery and boost artificial intelligence

By simulating 25,000 generations of evolution within computers, Cornell University engineering and robotics researchers have discovered why biological networks tend to be organized as modules ? a finding that will lead to a deeper understanding of the evolution of complexity. (Proceedings of the Royal Society, Jan. 30, 2013.)

The new insight also will help evolve artificial intelligence, so robot brains can acquire the grace and cunning of animals.

From brains to gene regulatory networks, many biological entities are organized into modules ? dense clusters of interconnected parts within a complex network. For decades biologists have wanted to know why humans, bacteria and other organisms evolved in a modular fashion. Like engineers, nature builds things modularly by building and combining distinct parts, but that does not explain how such modularity evolved in the first place. Renowned biologists Richard Dawkins, G?nter P. Wagner, and the late Stephen Jay Gould identified the question of modularity as central to the debate over "the evolution of complexity."

For years, the prevailing assumption was simply that modules evolved because entities that were modular could respond to change more quickly, and therefore had an adaptive advantage over their non-modular competitors. But that may not be enough to explain the origin of the phenomena.

The team discovered that evolution produces modules not because they produce more adaptable designs, but because modular designs have fewer and shorter network connections, which are costly to build and maintain. As it turned out, it was enough to include a "cost of wiring" to make evolution favor modular architectures.

This theory is detailed in "The Evolutionary Origins of Modularity," published today in the Proceedings of the Royal Society by Hod Lipson, Cornell associate professor of mechanical and aerospace engineering; Jean-Baptiste Mouret, a robotics and computer science professor at Universit? Pierre et Marie Curie in Paris; and by Jeff Clune, a former visiting scientist at Cornell and currently an assistant professor of computer science at the University of Wyoming.

To test the theory, the researchers simulated the evolution of networks with and without a cost for network connections.

"Once you add a cost for network connections, modules immediately appear. Without a cost, modules never form. The effect is quite dramatic," says Clune.

The results may help explain the near-universal presence of modularity in biological networks as diverse as neural networks ? such as animal brains ? and vascular networks, gene regulatory networks, protein-protein interaction networks, metabolic networks and even human-constructed networks such as the Internet.

"Being able to evolve modularity will let us create more complex, sophisticated computational brains," says Clune.

Says Lipson: "We've had various attempts to try to crack the modularity question in lots of different ways. This one by far is the simplest and most elegant."

Deportes over the weekend where he admitted that Mexico isn't in the WWE plans anymore due to declining a economy, attendances, ratings, and even piracy. ADR said that once WWE sees that a market is beyond saving in their minds then they would turn their attention to newer markets. ADR said that a couple of years ago Mexico was held in high regard by the promotion but their last tour there last year was considered a flop in their eyes with the lack of merchandise sold being a key factor in determining that the product just wasn't hot anymore. ADR spoke of his future and said while he hopes to return to Mexico one day he feels a deep sense of gratitude to the WWE for giving him the opportunity that made him a superstar and they stood by him in very difficult situations. ADR said that the WWE is like family and when he retires he hopes to become a road agent where he will be able to share his experiences with younger talent to help them grow to become superstars like him.

Jose Contreras defected from Cuba in 2002 while playing a game in Mexico. When he did that, and especially after signing a $32 million contract with the New York Yankees, he became persona non grata in Cuba. ?He, like all other defectors, were barred from returning home and?labeled?traitors.

But a change in Cuban law that went into effect last month allow defectors to return to Cuba to visit and eases restrictions on the comings and goings of residents. ?Contreras was the first big name athlete to take advantage of that law and recently returned home for the first time in a decade.

CNN has the story, with some emotional words from Contreras himself.

While the money and fame obviously make the decision of athletes who defect an understandable one, it?s hard to imagine how they live for years, even decades, without meaningful contact with their family. ?Here?s hoping we?ve seen the end of those days.

SK Hynix logs 2nd straight quarterly profit

(AP) ? South Korean chipmaker SK Hynix Inc. said Wednesday it posted a profit for a second straight quarter as the stronger won reduced the amount of debt denominated in foreign currencies.

Its October-December net profit reached 163.7 billion won ($151 million), compared with a 239.9 billion loss a year earlier. In the previous quarter, it logged 2 billion won in profit.

Its operating profit amounted to 55 billion won on revenue of 2.7 trillion won, a 7 percent rise over a year earlier.

Hynix said it turned to operating profit from the previous quarter's loss thanks to strong demand for chips used in mobile devices and servers.

The company also benefited from solid sales of affordable tablet PCs in emerging markets, which helped offset lower demand for PCs.

Growth of smartphone sales in China and new product launches by its clients during the fourth quarter drove an increase in sales and prices of flash memory chips, it said.

SK Hynix, which competes with bigger rival Samsung Electronics Co. and Toshiba Corp., supplies chips to Apple Inc., Dell Inc. and Hewlett-Packard Co.

For the full year of 2012, the company logged 159 billion won in net losses, bigger than the 56 billion won loss in the previous year.

Global semiconductor companies are bracing for a shift in computing as more consumers and companies turn to portable and mobile devices rather than desktop computers.

Fourth-quarter PC shipments declined by a wider-than-expected margin of 6.4 percent over a year earlier, according to market research firm IDC.

Microsoft's launch of Windows 8 system at the end of last year did little to reverse the downward trend of PC demand, the research firm said.

As doubts abound whether PC shipments can make a rebound this year, chipmakers have been shifting their focus to chips for smartphones, tablet computers and servers. SK Hynix said demand for smartphones in emerging markets and the intensified competition among smartphone makers are expected to increase demand for memory chips for mobile devices.

Because global chip companies are hesitant to raise investments from the previous year due to the uncertainty in PC demand and the global economic outlook, a supply increase could be limited, which could stave off a drastic fall in chip prices, the company added.

Samsung Electronics, the world's largest memory chipmaker, said last week that it will keep its annual capital spending unchanged from the last year, refraining from increasing capital expenditure for the first time in four years.

Giffords to Senate: 'Americans are counting on you'

Former Arizona Rep. Gabrielle Giffords, who sustained a gunshot to the head in a January 2011 Tucson town hall shooting, is expected to speak at a Senate Judiciary Committee hearing on gun violence Wednesday, multiple sources reported.

Gifford's husband, astronaut Mark Kelly, had been scheduled to testify before the committee at the 10 a.m. hearing, but his wife was not on the list of witnesses. Reports indicate Giffords will deliver an opening statement.

Committee spokeswoman Jessica Brady could not confirm Giffords' plans to Yahoo News Wednesday morning.

Giffords and Kelly founded a non-profit, Americans for Responsible Solutions, to promote gun reform following the shooting that severely injured Giffords and 12 others, and killed six.

Consumer Reports lists cancer tests most people should avoid

(CBS News) For the first time, Consumer Reports has rated 11 different cancer screening tests, taken by millions of patients every year.

The magazine found most of these tests should be avoided.

Dr. John Santa, who runs the Health Ratings Unit at Consumer Reports, said, "There's a lot of promotion going on out there and we're surprised that a lot of it promoted screening tests that aren't very good while we're not getting the best screening tests done for cancer."

The screening tests you should get, according to Consumer Reports, are for colon cancer, mammography for breast cancer for women 50 to 65, and pap smears for cervical cancer for women 21 to 65.

He said, "They're all reasonable."

Asked what tests you shouldn't get, Santa said, "We looked at eight cancer screening tests that most of us don't need."

Some of the tests listed as inadvisable include ovarian, pancreatic, testicular, lung, prostate, bladder, oral, and skin.

The two most worthy of discussion are screening tests for prostate cancer and ovarian cancer. In both cases, those tests are very unlikely to result in saving your life, but can definitely result in significant biopsies, surgeries that can hurt you."

Asked what people should do concerning preventative care, Santa said, "We're supposed to get current. The modern thinking about cancer is much more nuanced. We need to get away from the cookbook that all prevention is good for you, that all preventive tests are good for you. They're not. You need to sit down with somebody who knows what they're talking about, your doctor usually, and figure out what are the best screening tests for you. Not get it out of a mobile van."

He said, for most people, the risks don't outweigh the benefits of the tests Consumer Reports advises against. He said, "The tests that we don't think people should be getting, for most people, the benefits don't outweigh the risks. The risks are more substantial than people think of a preventive screening test."

But isn't it important to find out if you have cancer early? "It turns out it's more complicated even there," Santa said. "We now know that there's early cancers that our own immune systems look like they can take care of, but our tests can now detect, so we end up intervening and we end up exposing people to risks who have cancers that aren't going to change our lives."

9/11 fund makes 1st payments to sick responders

NEW YORK (AP) ? A special fund set up by Congress to compensate people who got sick after being exposed to toxic World Trade Center dust following Sept. 11 is making its first round of payments, with the initial payouts going to a group of 15 first responders with respiratory problems.

The administrator who oversees the 9/11 Victim Compensation Fund, Sheila Birnbaum, announced Tuesday that the fund was finally poised to process payouts, after a deliberate start in which officials figured out how the program would work and lawyers pieced together documentation for at least 16,000 applications.

The first round of payments, most of which have been offered to firefighters, range from $10,000 to a high of $1.5 million.

Birnbaum declined to identify the recipients by name or say much about their illnesses, citing privacy concerns. She said their health problems range from "serious" to "not so serious," and that the people getting the larger awards tended to be younger, and to have suffered more severe economic losses.

The people offered lower amounts include some who have already received other compensation for their illnesses, including shares of a civil settlement for thousands of firefighters, police officers and construction workers who had sued over the lack of protective equipment at ground zero.

None of the people in the initial group had cancer, and all are still living, Birnbaum said.

"We think we are off to a good start, and with the help of the lawyers and the claimants, we will be able to come up with a lot more awards in the coming months," she said.

It will be years, though, before any applicants see the bulk of their money, or even know for certain how much they will get.

Officials don't yet know how many people will apply for aid from the $2.78 billion fund, or how ill they will be. That means they can't yet calculate each person's share. So for now, applicants are getting only 10 percent of their award. The remainder won't be paid until after the fund closes to new applicants in 2016.

Some advocates for the sick have worried that the $2.78 billion appropriated by Congress will be far less than the actual losses suffered by the sick ? a possibility that Birnbaum acknowledged in drafting the formula she is using to decide how much money claimants will get in the first round.

Planning for a worst-case scenario, fund officials estimated that as many as 26,475 people would be eligible for more than $8.5 billion in compensation.

If that happens, the firefighter awarded $1.5 million this week would, in the end, actually get a prorated share of only around $488,000.

"I think without question, there is not going to be enough," said Noah Kushlefsky, a lawyer who, along with partners, is representing about 4,700 claimants. He said that he believed Congress would ultimately be asked to put more money into the fund. "There is no doubt, based on the severity of some of the injuries."

As for the slow pace of awards so far, Kushlefsky said Birnbaum and her staff are not to blame.

He said the process of assembling the evidence showing that his clients were actually at ground zero, or were exposed to toxins, has been challenging and time-consuming. But he said the process is hitting a stage when applications should be moving much more quickly.

"I think that things are going to start taking off in the very near future," he said, noting that some of his clients have grumbled about the slowness of the process. "All these guys have waited 11 years now, and none of them are warm and fuzzy about it."

Japan airlines replaced 787 batteries many times

TOKYO (AP) ? All Nippon Airways and Japan Airlines said they replaced lithium-ion batteries in their Boeing 787 Dreamliners on multiple occasions before a battery overheating incident led to the worldwide grounding of the jets.

ANA said Wednesday it replaced batteries on its 787 aircraft some 10 times because they failed to charge properly or showed other problems, and informed Boeing about the swaps. Japan Airlines said it had also replaced lithium-ion batteries on its 787 jets but couldn't immediately give details.

All 50 of the Boeing 787s in use around the world were grounded after an ANA flight on Jan. 16 made an emergency landing in Japan when its main battery overheated. Earlier in January, a battery in a Japan Airlines 787 caught fire while parked at Boston's Logan International Airport. Lithium-ion batteries are prone to overheating and require additional safeguards to prevent fires.

ANA spokeswoman Megumi Tezuka said the airline was not required to report the battery replacements to Japan's Transport Ministry because they did not interfere with flights and did not raise safety concerns. She said that having to replace batteries on aircraft is not uncommon and that it was not considered out of the ordinary.

Laura Brown, a spokeswoman for the U.S. Federal Aviation Administration spokeswoman, said in Washington that the agency was checking whether the previous battery incidents had been reported by Boeing.

With 17 of the jets, ANA was Boeing's launch customer for the technologically advanced airliner. The airline has had to cancel hundreds of flights, affecting tens of thousands of people, but has sought to minimize disruptions by switching to other aircraft as much as possible.

The battery problems experienced by ANA before the emergency landing were first reported by The New York Times.

Japanese and U.S. investigators looking into the Boeing 787's battery problems shifted their attention this week from the battery-maker, GS Yuasa of Kyoto, Japan, to the manufacturer of a monitoring system. That company, Kanto Aircraft Instrument Co. makes a system that monitors voltage, charging and temperature of the lithium-ion batteries.

On Tuesday, the U.S. National Transportation Safety Board said it was conducting a chemical analysis of internal short circuiting and thermal damage of the battery that caught fire in Boston.

The probe is also analyzing data from flight data recorders on the aircraft, the NTSB said in a statement on its website.

Study finds men bald by 40 have higher risk of prostate cancer

A study in Australia found that men who become bald by the age of 40 have an increased risk of developing prostate cancer. The results support the data from earlier studies on the same subject.
The study results were published in the Fall in the science journal 'Cancer Epidemiology, Biomarkers and Prevention' but went unnoticed by many major publications. The U.K. newspaper, the Daily Mail, reported on the study on Jan. 22, 2013.


In their study, Age-Dependent Associations between Androgenetic Alopecia and Prostate Cancer Risk, researchers at the University of Melbourne and Cancer Epidemiology Centre in Victoria, Australia, monitored 9,448 men who took part in a health-related study called the Melbourne Collaborative Cohort study for hair loss. Male Pattern Baldness and Prostate Cancer These men, between the ages of 40 and 69 in the early 1990's when the study began, were asked questions pertaining to the amount of hair loss they had experienced by the age of 20 and the age of 40. They were asked to score that hair loss numerically. The men were then tracked over a period of years to see how many went on to develop prostate cancer, and if they did develop it, at what age. The study found that the "cumulative probability of prostate cancer" was greater in the men who experienced significant male pattern baldness, or androgenetic alopecia, by the age of 40. Those men, the study found, not only had a higher likelihood of developing prostate cancer but of developing it earlier than the average. Study inconclusive re: severity of cancer The study did not provide details as to whether this meant the prostate cancer contacted was a non-aggressive cancer or a cancer that lead to death, or if there was any relationship between male pattern baldness by 40 and prostate cancer leading to death. The study simply concluded that "vertex androgenetic alopecia at age of 40 years might be a marker of increased risk of early-onset prostate cancer." Other studies connecting male pattern baldness and prostate cancer have found that high levels of testosterone may be the reason the two are linked. The study noted here did not look into why men with early male pattern baldness had a higher probability of developing prostate cancer.

Boy Scouts of America says discussing end to ban on gay members

DALLAS (Reuters) - Boy Scouts of America is discussing ending a longstanding ban on gay members and whether to allow local organizations to decide their own policy, a spokesman said on Monday.

The organization has been under attack from gay rights groups and some parents for discriminating against gay members and gay leaders.

"The BSA is discussing potentially removing the national membership restriction regarding sexual orientation," spokesman Deron Smith said in an email to Reuters.

"The policy change under discussion would allow the religious, civic or educational organizations that oversee and deliver Scouting to determine how to address this issue," the spokesman said.

Feeling flirty? Wait for the sun to shine

Jan. 28, 2013 ? We all know how casual flirtation can lift one's mood, which can be important at this time of year when the winter blues are at their peak. But if you are more serious about your flirting and hope to get that all important phone number, you're better off waiting until it's sunny, according to new French research published in the journal Social Influence.

Nicolas Gu?guen of the University of South Brittany -- who has previously investigated how wearing red lipstick can increase a waitress' tips -- conducted a study in which an 'attractive' 20 year old male approached 18-25 year old women walking alone in the street and asked them for their phone numbers. The women were solicited on both sunny and cloudy (but not rainy) days, when the temperature was about the same.

In the past other environmental factors have been found to make people more likely to flirt or exchange phone numbers -- the presence of pleasant smells, romantic music or certain colours have all been found to have an effect.

Previous research has also shown how the weather can affect certain social behaviours -- sunshine makes people more likely to help strangers or answer a survey, and people tend to leave bigger tips in restaurants on sunny days. But this is the first research to explore how the weather may influence courtship or dating behaviour.

It was found that women were more receptive to being approached and flirted with -- and give out their phone numbers -- on sunny days: over a fifth -- 22.4% -- of women did so when the sun was out, as opposed to 13.9% on the cloudy days.

(The phone numbers were later used to contact the women and tell them the true nature of the study, as per the recommendation of the ethics committee of the lab which reviewed the project!)

The message seems clear: flirting is more likely to have a positive outcome on sunny days. But Professor Gu?guen was careful to include certain caveats regarding the applicability of the research to everyday situations: the sunshine (or other factors) may after all have improved the attractive 20 year old male's flirting skills on those days. Other atmospheric conditions such as windiness or humidity were not accounted for. And, perhaps most crucially, the research was conducted in France, where 'men traditionally approach women in romantic relationships'.

The journal article concludes with suggestions for further study in this area -- for instance, are men themselves more likely to initiate flirting behaviour when the sun is shining? We'll have to wait until the Spring to find out!

Nicholas Hoult Warm Bodies Interview

"Warm Bodies" is the first zombie movie told from the point of view of the zombie himself -- and, as played by Nicholas Hoult, he's surprisingly charming. Here, Hoult (Hank McCoy, aka Beast, in "X-Men: First Class") stars as "R.," the Romeo-esque undead lead character who can't remember his full name. However, he does remember (barely) what it was like to be human when he meets Julie (Teresa Palmer) and decides to protect her rather than eat her brains. What follows is a very unlikely romance that changes the status quo for both zombies and humans.

Hoult spoke to Moviefone about his zombie makeover, fake brains and the hardest part about playing someone who's supposed to be undead.

What was your first reaction when someone approached you to star in a zombie romantic comedy?
No one really said much about the concept of it. I'd heard some good things and I saw that it was adapted by Jonathan Levine, and he was going to direct it. I was a fan of his already, so I thought it was probably going to be something interesting. And then I started reading it and just really enjoyed it. It was funny and sweet and the character was just something that I really wanted to play.

What was your inspiration for your zombie walk?
We kind of did a bit of zombie schooling. It was more a feeling of just being really tired.
Stumbling around a little bit and just a slight lack of coordination. We watched a lot of zombie films in the build-up just to kind of get an idea of what had been done before. We didn't want to get too over-the-top and ridiculous. We wanted something more subtle.

What's your favorite zombie movie?
I do really like "Shaun of the Dead" and "Zombieland." But "28 Days Later" is great as well.

Do you think a zombie romance is a tough sell for audiences?
At first, you have some internal voiceover and you realize that before he was undead, but this is quite a witty guy with a dry sense of humor that, hopefully, has a charm to him. So I think it's more about people to like that side of his personality than how he looks.

What was the toughest part of playing a zombie?
Not laughing, actually, is really difficult, particularly doing scenes with Rob Corddry.
We'd literally do scenes where there was nothing scripted, it was just me and him grunting and kind of having a conversation. One of us would do a weird grunt and then we'd both start cracking up.

You get probably the first zombie makeover in movie history.
Yeah, that was also a difficult scene not to laugh throughout. Slapping the makeup on me, yeah.

Do you think horror purists will enjoy it?
That's a tricky one because people get quite possessive of the zombie characters and feel as though they shouldn't think and all they should do is hunt and that's it. Once people see it and see the humor in it and let go of that a little bit, I think they can enjoy it. I think they'll be entertained.

What were the "brains" you're seen eating?
They were a kind of wet, peachy sponge thing with grapefruit and stuff. It was an odd taste. Nothing that I'd recommend.

What's going on with the "X-Men: First Class" sequel?
I think we start shooting later on this year. I haven't read anything yet but I've heard it's a really cool script. They're still working on it a little bit, but I think it's going to be very exciting.

Beast has gone through a major transformation: Does that mean we won't be seeing you onscreen anymore in your non-mutated form?
Well, wait and see on that.

What do you hope happens in the sequel?
I'm dying to find out more. I know they've got some cool stuff planned. It was a character I really enjoyed playing. I'm just looking forward to being with those actors again and with Bryan Singer directing as well. I did a film with recently him, "Jack the Giant Slayer," so it'll be nice to work with him again.

Do you still have people telling you how much they loved you in "About a Boy?"
Sometimes, yeah. Earlier on today, there was a nice lady I met who was a really big fan of it. It's great that people still hold that film dear in their hearts. I'm very proud of it. The Weitz brothers are some of the nicest people to work with and great directors. I was fortunate to work with them and learn from them.

So now you've played a mutant and a zombie... what's next?
Next, I suppose, I'm in "Mad Max." I'm playing a warrior driver character. It was a lot of fun and a very cool movie to be a part of. Just the vehicles they built and the story and the action. George Miller, the director, is a top guy so I had a lot of fun working for him.

AP Interview: Ohio's Kasich enthuses over Davos

DAVOS, Switzerland (AP) -- Embarking on what he called a reluctant trade mission, Ohio Governor John Kasich said Friday that his state's economic comeback was generating interest ? and potential new business opportunities ? on the world stage in Switzerland.

Ohio's blue-collar voters have made it arguably the most important swing state in recent U.S. presidential elections, and President Barack Obama won the state in November by focusing on the controversial auto industry bailout. Kasich, who explored a presidential bid in the run-up to the 2000 election, also confirmed he would seek re-election in 2014.

The Republican governor, a former congressman who rose to House Budget Committee chairman before working as a Lehman Brothers investment banker and commentator on Fox News Channel, told The Associated Press that he was initially "very reluctant" to make the trip to the annual World Economic Forum in Davos.

He decided to go, he said, after he realized that this week's gathering offered a valuable chance to court business and provide a global perspective. Davos is awash with top business leaders from around the world as well as many other high-profile people from the worlds of politics, academics and commerce.

"It's like a trade mission in one small little area," he said. "We focused almost exclusively on CEOs."

Kasich was involved in a number of panel discussions and held private meetings with about 15 executives from big companies to pitch ideas on investing in Ohio.

"The thing that I have been surprised by is that the people around have heard that things are getting better in Ohio," he said. "I've been shocked."

When talking with international leaders, Kasich said he emphasizes his willingness to work closely with business ? a fact he credits for helping turn Ohio's $8 billion budget deficit into what he says will be a $1 billion surplus.

Among those he held business discussions were U.S.-based Dow Chemical Co. and Philips Healthcare, which announced thousands of layoffs last year and is a part of Netherlands-based Royal Philips Electronics.

His message: "We're open for business .... If you've got a big idea, come to Ohio."

On January 14, the Centre for Intellectual Property Policy (CIPP) gave a lively talk on the evolution of patenting in the life sciences by Serge Shahinian, PhD?96, who is a patent agent and partner at Goudreau Gage Dubuc (and one of the authors of the new IP JurisClasseur).

Dr. Cooper spoke on ?Copyright as a Publicity Right? Stories from the U.K. in the Nineteenth Century,? drawing on original research on the early history of UK photographic copyright following the passage of the Fine Arts Copyright Act 1862.

Upcoming events include the next Une Pens?e d?avance / Think Ahead lecture on January 29, entitled ?Private International Law: Where to Sue after the Supreme Court decision in Club Resorts Ltd. v. Van Breda.? Professors Fr?d?ric Bachand, Genevi?ve Saumier and Catherine Walsh will discuss an SCC decision that has brought greater certainty to the question of a real and substantial connection in the assumption of civil jurisdiction by Canadian courts in matters concerning the conflict of laws. ?(3 hours of CLE).

Furthermore, three events on the theme of disability law will be presented in coming weeks. On January 30, the Faculty?s Disability Seminar series continues with a panel discussion on Mental Health in the Workplace, entitled ?Beyond Stigma and Exclusion?. (two hours of CLE).

Later the same day, panelist Anna Lawson (Senior Lecturer, University of Leeds School of Law) will deliver the fifth Annual Lecture in Health and Law, presented by the Research Group in Health and Law and the Centre for Human Rights and Legal Pluralism, entitled ?Equality and Health: Reaching for Resolution in the Realms of Disability Rights?? (1.5 hours of CLE).

And on February 11, the students of the Human Rights Working Group Disability and the law Portfolio present a play on disability issues, entitled Calcedonies, which will be followed by a panel discussion with the playwright, Dr. Jeff Nisker, as well as Laurence Parent of ?the Regroupement des activistes pour l?inclusion Qu?bec and Jean-Pierre M?nard, of M?nard, Martin avocats.

Meanwhile, the Faculty of Law and the Centre for Human Rights and Legal Pluralism welcome back the Hon. Irwin Cotler on February 6, to deliver the annual Ren? Cassin Lecture. Mr. Cotler will speak on ?The Genocide Convention and the Universal Declaration of Human Rights: What have we learned? What must we do?? (1.5 hours of CLE)

On February 7, Professor Shauna Van Praagh will speak at the Westmount Public Library as part of the Great Trials III lecture series organized by the Institute for the Public Life of Arts and Ideas (IPLAI). Her lecture, entitled ?Through Lizzie Borden?s Mirror: Reflections on Women and Law,? will examine the late 19th-century Massachusetts acquittal of Lizzie Borden, who famously ?gave her mother forty whacks,? and discuss the constraints and potential of law revealed by the experiences and perspectives of women. The final lecture in this year?s series will be delivered by Professor Wendy Adams on March 14. Entitled ?Almost Persons: Life on Trial,? it will discuss our history of using the concept of legal personhood to institutionalize relations of hierarchy and dominance, particularly in relation to slavery (Dred Scott?v.?Sandford) and animal-human relationships.

Finally, we?d also like to draw your attention to the upcoming February 12 conference with David Milgaard, who spent 23 years in jail before being cleared by DNA evidence. Milgaard will appear with crime reporter Peter Edwards, who covered this case for the Toronto Star from the start, to discuss wrongful convictions in Canada. The event, which will include a Q&A period and cocktail reception, is open to the public, by RSVP. It is hosted by Innocence McGill, a non-profit legal clinic led by McGill law students with an advisory board of leading Canadian criminal lawyers, which focuses on researching claims of wrongful conviction in Quebec.

When Science Meets Business - A Scientific Business Strategy ...

In this scientific business strategy keynote by Nicolaj Siggelkow, the speaker explains the key to developing a scientific method of business planning.

To begin, he lays the foundation by defining strategic planning as an "integrated set of choices that positions a firm within an industry to generate superior financial returns in the long run." According to Siggelkow, there are three tests a strategy must pass: external consistency, internal consistency and dynamic consistency.

Siggelkow then gets to his point, which is talking about the proper way of using science to influence business strategy. On one side of the coin, you have a hyper-scientific method used by some firms which essentially relies on running a lot of numbers and producing a ton of data (not all of which is relevant or useful according to Siggelkow.) On the other side is the decidedly anti-scientific methods which involve "creative jam sessions" and thinking outside of the box.

The proper way to utilize the scientific method of strategy is to come up with a creative idea, which leads to a new hypothesis, which leads to designing tests around that particular hypothesis.

Children's complex thinking skills begin before going to school

Jan. 23, 2013 ? New research at the University of Chicago and the University of North Carolina at Chapel Hill shows that children begin to show signs of higher-level thinking skills as young as age 4 ?. Researchers have previously attributed higher-order thinking development to knowledge acquisition and better schooling, but the new longitudinal study shows that other skills, not always connected with knowledge, play a role in the ability of children to reason analytically.

The findings, reported in January in the journal Psychological Science, show for the first time that children's executive function has a role in the development of complicated analytical thinking. Executive function includes such complex skills as planning, monitoring, task switching, and controlling attention. High, early executive function skills at school entry are related to higher than average reasoning skills in adolescence.

Growing research suggests that executive function may be trainable through pathways, including preschool curriculum, exercise and impulse control training. Parents and teachers may be able to help encourage development of executive function by having youngsters help plan activities, learn to stop, think, and then take action, or engage in pretend play, said lead author of the study, Lindsey Richland, assistant professor in comparative human development at the University of Chicago.

Although important to a child's education, "little is known about the cognitive mechanisms underlying children's development of the capacity to engage in complex forms of reasoning," Richland said.

The new research is reported in the paper "Early Executive Function Predicts Reasoning Development" and follows the development of complex reasoning in children from before the time they go to school until they are 15. Richland's co-author is Margaret Burchinal, senior scientist at the Frank Porter Graham Child Development Institute at the University of North Carolina at Chapel Hill.

The two studied the acquisition of analogical thinking, one form of complex reasoning. "The ability to see relationships and similarities between disparate phenomena is fundamental to analytical and inductive reasoning, and is closely related to measurements of general fluid intelligence," said Richland. Developing complex reasoning ability is particularly fundamental to the innovation and adaptive thinking skills necessary for a modern workforce, she pointed out.

Richland and Burchinal studied a database of 1,364 children who were part of the Early Child Care and Youth Development study from birth through age 15. The group was fairly evenly divided between boys and girls and included families from a diverse cross-section of ethnic and income backgrounds.

The current study examined tests children took when they were 4 ?, when they were in first grade, third grade, and when they were 15. Because the study was longitudinal, the same children were tested at each interval. Among the tests they took were ones to measure analytical reasoning, executive function, vocabulary knowledge, short-term memory and sustained attention.

Children were tested at 4 ? on their ability to monitor and control their automatic responses to stimuli. In first grade they worked on a test that judged their ability to move objects in a "Tower of Hanoi" game, in which they had to move disks between pegs in a specific order.

In third grade and at 15 year olds, they were tested on their ability to understand analogies, asked in third grade for instance to complete the question "dog is to puppy as cat is to__?" At 15 year olds, they were asked to complete written tests of analogies.

NJ senator takes digs at mayor's interest in seat

(AP) ? Sen. Frank Lautenberg of New Jersey, at age 88 the oldest sitting U.S. senator, said Tuesday that the mayor of the state's largest city is surely entitled to run next year for the seat he now holds ? but he did not yet reveal his own plans.

Newark Mayor Cory Booker likely won't be the only candidate "drooling" over the job, Lautenberg noted while talking with reporters in Washington.

Lautenberg's comments on his fellow Democrat's recent announcement that he is weighing a Senate run came in interviews with The Philadelphia Inquirer and Gannett.

Lautenberg, who turns 89 on Wednesday, had not been seen publicly in weeks before Tuesday. He missed the votes on the debt ceiling and the Superstorm Sandy relief package. He said he had the flu and a severe case of bronchitis but has recovered.

According to Gannett, when the statesman was asked whether there was a chance he wouldn't run in 2014, Lautenberg said, "I don't see that. But who knows?"

When Lautenberg was asked about whether Booker was being disrespectful by speaking so publicly about his intention to run, the Inquirer said he smiled and compared the situation to disciplining children.

"I have four children; I love each one of them. I can't tell you that one of them wasn't occasionally disrespectful, so I gave them a spanking and everything was OK," the Inquirer reported.

Lautenberg's office told the AP the senator would not comment further on the matter. Booker's office didn't immediately respond to an email seeking comment.

The 43-year-old Booker has built a national profile since assuming office in Newark in 2006, and not just for his politics, which have included an experiment in which he lived on food stamps for a week. In April last year, he rushed into a burning building and rescued a neighbor.

The New Jersey Democratic Party's eye had been on Booker for months as he weighed whether to challenge popular Gov. Chris Christie in his re-election bid this year or aim for Lautenberg's seat in 2014.

Booker announced last month that he planned to explore a run for Senate and finish out his term in Newark.

"As I explore a run for the United States Senate, I look forward to consulting with Senator Frank Lautenberg," he said. "It would be a privilege, an honor, to continue his legacy of service."

Booker filed paperwork with the Federal Election Commission this month that allows him to raise money for a Senate campaign. He said on NBC's "Meet the Press" last week that he and Lautenberg had not yet met to discuss the seat.

"Right now the senator, who I support, needs to focus on the debt ceiling; he needs to focus on funding for Sandy," Booker said.
